For more than 25 years, Bagley Youth Development has been a trusted partner in strengthening families and supporting youth across the state of Georgia. From foster care support, therapeutic services, and behavioral health services our work has always been centered on meeting children and families where they are—with compassion, consistency, and clinical excellence.
Our founders, Mr. and Mrs. Bagley, both licensed clinicians with over 30 years of experience in therapy and behavioral health. Over the decades, they have worked across multiple levels of care, guiding countless individuals and families through complex challenges with integrity, empathy, and unwavering commitment.
Our Intensive Outpatient (IOP) and Partial Hospitalization Programs (PHP), allow us to deepen our impact, offering comprehensive, family-integrated care that supports not just the individual, but the entire family.

Hope Harbor (Ages 8-12) & Teen Harbor (Ages 13-17)
Intensive Outpatient Program (IOP)
IOP has been created for adolescents and teens who need structured daily support while still continuing their daily routines. At Bagley Youth Development, our IOP is offered through both Hope Harbor and Teen Harbor, providing age-appropriate care in a supportive and engaging environment, Through individual, group, family therapy, we focus on strengthening emotional regulation, building coping skills, and helping youth thrive at home, in school, and in everyday. This program typically lasts 4-16 weeks and offered Mon-Thurs from 9a-12p and 4p-7p, however that may change based on treatment needs.
Partial Hospitalization Program (PHP)
PHP has been created for adolescents and teens who need a higher level of structured support. At Bagley Youth Development, our PHP is delivered through both Hope Harbor and Teen Harbor, offering intensive, daytime therapeutic care tailored to each age group. In a safe and nurturing environment, youth receive consistent support while returning home each evening. Our focus is stabilization, emotional growth, and building a strong foundation for long-term success. This program typically lasts 2-8 weeks and offered Mon-Fri from 9a-2p, however that may change based on treatment needs.
